13th June 2025 Kampala, Butabika National Referral Mental Hospital was charged with excitement and pride as staff gathered for the much-anticipated Annual General Staff Meeting. This year’s meeting was more than just a review of performance and plans, it was a celebration of dedication, resilience, and the unwavering spirit of service that defines Butabika Hospital.
The event was officiated by Dr. Juliet Nakku, Executive Director of the hospital, who delivered an inspiring address that underscored the importance of recognizing the people behind the hospital’s success. In a poignant moment, Dr. Nakku took time to personally recognize and reward outstanding staff members who have shown exceptional dedication, professionalism, and consistency in their work.

Applause filled the gardens, smiles and a sense of accomplishment spread across the faces of the recognized staff. The recognition was more than symbolic; it was a powerful reminder that hard work does not go unnoticed at Butabika hospital.
Adding to the spirit of the occasion, Dr. Byamah Mutamba, the Deputy Executive Director, addressed the assembly with gratitude and optimism. He acknowledged the collective effort of all staff in promoting the wellbeing of patients, especially in a challenging mental health landscape.
“We are proud of each and every one of you,” he said. “It’s your dedication that keeps our mission alive. I also want to warmly welcome the new staff members who have recently joined our hospital. We are excited to have you and assure you of our full support.”
The meeting also included an insightful presentation by Dr Harriet Birabwa Oketcho, Senior Consultant Psychiatrist who shared highlights of achievements in the clinical department. She commended teams for their innovation and resilience.
Her presentation sparked thoughtful reflection and renewed determination among the attendees to continue working collaboratively toward solutions.
The Assistant Commissioner Human Resource at Butabika National Referral Mental Hospital shared important insights regarding staffing, deployments, and career progression at the hospital. In his remarks, he emphasized the value of structure, transparency, and national service in the health sector.
He also welcomed new entrants into the public service, encouraging them to embrace the values of professionalism, teamwork, and service to the community. “’We appreciate the contribution of locum askaris who continue to support hospital security operations and our retired officers who have served the institution with dedication over the years”.
He further highlighted those promotions within the hospital are based on merit, qualifications, and demonstrated performance, in line with Ministry of Public Service guidelines. He urged all staff to work diligently, as growth in public service is a journey that rewards commitment and discipline
Regarding transfers, he reminded staff that their appointment letters clearly state they may be assigned to work in any part of the country. “Transfers are part of the normal function of public service, aimed at balancing workforce needs, promoting experience across different settings, and strengthening health service delivery nationwide.”
In a heartfelt address, Mr. Ukura William, the Ag. Head of Nursing department, expressed his sincere appreciation to the Executive Director for entrusting him with the role. He acknowledged the opportunity as a vital platform that allowed him to demonstrate his leadership abilities and reaffirmed his commitment to fostering growth within the nursing profession.
Mr. Ukura emphasized the importance of transformational leadership, a leadership style that not only drives results but also inspires and motivates staff at all levels. He called upon all Managers in the nursing department, regardless of their rank, to adopt transformational leadership as a guiding principle.
“This is leadership that inspires, empowers, and brings out the best in our teams,” Mr. Ukura stated. “It is about building trust, nurturing talent, and creating an environment where innovation and excellence thrive.”
His message was clear. The future of nursing lies in visionary leadership that uplifts others, encourages personal and professional development, and leads with purpose. Mr. Ukura’s speech serves as a call to action for current and emerging leaders to embrace a transformative approach that aligns with the evolving needs of healthcare delivery.
The Principal Hospital Administrator Mr. Kabuye Edward, who heads the Support Services Department, in his speech, emphasized the importance of hard work and dedication in the healthcare profession.
He encouraged all staff, both new and existing, to work together in creating a supportive and welcoming environment for patients. “Our goal is to provide the best care possible,” he said. “That starts with a clean, respectful, and compassionate environment for everyone who walks through our doors.”
He also reminded the team of the hospital’s mission to serve the community with professionalism and kindness. His message set a positive tone and inspired staff to give their best in their roles.
